Honestly, upping the punishment won't do shit. Thieves don't give a damn about the law. The law is only there to keep honest people honest. In many middle eastern countries you will get your fingers or hands cut off for stealing. In others you get a severe beating. They still have thieves in those places.

No matter what you do, there will still be assholes.
