If he really wanted to see the world without electricity, then just look to society right before the beginning of electricity. Cut/copy/paste all infrastructure and social habits from that time. He's making it sound too difficult.

His premise is stupid to begin with. Mankind cannot lose the ability to create, transport, or use electricity. You would have to change the laws of physics. You would have to eliminate one of the four fundamental interactions of nature (electromagnetism). If someone could do that all atoms would start to fly apart. Electromagnetism is what holds an atom together. All you would have is the basic building blocks of matter that are held together by gravity.

Perhaps this person is looking to create a realistic sounding piece of fiction. If that is the case then he'll need to change the very laws of physics in the entire universe..

Mankind's power production infrastructure and capabilities or something disrupting all electricity? If there were some sort of phenomenon that eliminated all aspects of electricity from the world, there would be bigger worries than powering a toaster or laptop.

                  The Body's Electrical System
Have you ever wondered what makes your heart beat? How does it do it automatically, every second of every minute of every hour of every day?

The answer lies in a special group of cells that have the ability to generate electrical activity on their own. These cells separate charged particles. Then they spontaneously leak certain charged particles into the cells. This produces electrical impuses in the pacemaker cells which spread over the heart, causing it to contract. These cells do this more than once per second to produce a normal heart beat of 72 beats per minute.

The natural pacemaker of the heart is called the sinoatrial node (SA node). It is located in the right atrium. The heart also contains specialized fibers that conduct the electrical impulse from the pacemaker (SA node) to the rest of the heart (see Figure 4).

Everything we need to know about the future can be learned from the movie Terminator. It's John Conner we have to be worried about. Most likely him posting with that alias.
