His premise is stupid to begin with. Mankind cannot lose the ability to create, transport, or use electricity. You would have to change the laws of physics. You would have to eliminate one of the four fundamental interactions of nature (electromagnetism). If someone could do that all atoms would start to fly apart. Electromagnetism is what holds an atom together. All you would have is the basic building blocks of matter that are held together by gravity.

Perhaps this person is looking to create a realistic sounding piece of fiction. If that is the case then he'll need to change the very laws of physics in the entire universe..
