It seems as though AM will be your better option. Typically, the max range of a "legal" FM transmitter is about 200 meters.
Here's a link with some decent info and it also mentions an AM transmitter that will hit 2 miles. It's called the Rangemaster 1000.
Your buddy might have to look into repeaters, but I would imagine that lurks back into the illegal side of radio transmission.

Plus:
Get a large external antenna. Size matters. Get a 1/4 wave or better.
Make sure your antenna clears most obstructions. FM is mainly line of sight.
Keep the coax length between transmitter and antenna as short as possible. What the antenna giveth, the coax taketh away.

Also if you or some one close has any skill to put a kit together. Might try frys think they have a few kits, or radio shack might also.
