Sounds to me like the teacher needs some better classroom management & to build better relationships with her students. Also it sounds like it wouldn't hurt her to learn how to diffuse situations with humor.

Personally, I think it is stupid that they would write a "ticket" for something like this in the first place. Seems like something that should be handled by the school administration (detention, in-school suspension), not by a ticket or fine.. I could understand if it was a criminal issue, like fighting, drugs, etc, but disrupting class is not something that the police should be involved in, IMO.

There would have to be a witness (teacher). This is no different than any other ticketable offense. You can list the witness on the back of the ticket and it will get filed.
