But Florida has no safety inspection ......

It's nothing new in Fl. I've been stopped in one of those roadside inspections in my brother in law's old rustbucket Blazer fishing truck. If you have tread on your tires, the wipers work, brakes, em. brake, turn signals etc. are good you're on your way in less time than it takes to get your inspection here. (And they don't stick a sniffer in the tailpipe for emissions ) At least they announce in advance where they are going to be setup, if you don't want the hassle all you have to do is take another route.

edited to add, they do this in place of annual inspections and have been for at least the last 20 years or so.
