    CAMDEN — Camden has agreed to pay $3.5 million to 87 people who had their drug convictions vacated or charges dropped afterward as part of a police corruption case in which officers stole cash, conducted illegal searches, planted drugs and falsified reports.
    The settlement announced Wednesday is the second payout the city has agreed to make in the case. It agreed to pay 11 others $340,000 last year.
    Officials dismissed charges or convictions in more than 200 drug cases in 2009 and 2010 because of an investigation that accused rogue officers, including retired Sgt. Dan E. Morris of Moorestown, of stealing drugs and money from suspected dealers and lying on arrest reports and to grand juries.
    One former officer has been convicted, and three others have pleaded guilty.
    Morris, 49, was sentenced to eight months in federal prison last month for his role. He previously pleaded guilty to conspiring to deprive others of their civil rights.
    Timothy Farrow of the Moorestown law firm Dash Farrow represented Charles Cottle, who was unlawfully arrested on Nov. 29, 2007, based on evidence that was planted in the area where he was arrested. Farrow was one of about 30 attorneys to represent those wrongly charged in the lawsuit and subsequent settlement.
    The Camden County Prosecutor’s Office vacated the conviction of Cottle, who was released Jan. 6, 2010, after spending 769 days in jail. His settlement was based on the amount of time he spent wrongfully incarcerated, Farrow said.

    Cottle pleaded guilty to the trumped-up charges and spent time in the Camden County Correctional Facility and in state prison as part of his former five-year sentence, according to the New Jersey Department of Corrections website.
    “The settlement doesn’t take back the years he spent in jail and prison, but it certainly allows him and financially helps him to move on with his life. Not only was it horrible for him to spend time in prison, as it is for anyone, but this caused mentally significant damage and a high level of distrust of the police,” Farrow said.
    The FBI-led probe of corruption in the force’s special operations unit led to the arrests in 2009, and about 200 convictions of suspects arrested by the unit from 2007 to 2009 have been reversed, authorities said.
    Morris, a city officer since 1986, was the unit’s supervisor during the time of the investigation.
    He admitted that between May 2007 and September 2008, he conducted illegal searches without a warrant or consent, obtained coerced consents to search residences based on threats and undue pressure, stole money during illegal searches and arrests, and allowed officers he supervised to include facts in police reports that were false.
    Another officer, Antonio Figueroa, was convicted at trial and is serving 10 years in prison.
    Former officers Jason Stetser and Kevin Parry also pleaded guilty to their roles in the corruption.
    Parry, 31, of Brooklawn, Camden County, was sentenced to 20 months in prison. Stetser, 33, of Waterford, Camden County, is awaiting sentencing.

          that sucks though...guy lost 2yrs of his life, his job and no telling what else for some bullshit charge. I just don't know why he pleaded guilty to a charge that was false.

          is there not a town in east texas near La. that is doing the same type shenanigans?

                The old saying, don't mess with Texas, is especially fitting if you happen to find yourself traveling through Tenaha, where local police are accused of stealing from Hispanic and African American motorists. Victims assert that police in this town of 1,000 have used trumped up charges and other threats to compel them to sign over large sums of money and personal property. One estimate places the number of incidents near 150, with close to $3 million taken in the last three years.

                The actions taken by law enforcement are not just improper, they are downright disgusting. In more than one case an officer threatened to turn a couple's children over to protective services if they didn't surrender up to $50,000 in cash. One officer went so far as to try on a victim's jewelry in front of him, asking how it looked. While several of the involved parties have recovered their money and property after filing a lawsuit. at least one individual is still out the $8,500 that officers took from him.

                The practice takes advantage of a Texas law allowing law enforcement to confiscate money and personal property if they believe it was used in the commission of a crime. Despite the requirement that property be returned if no charges are filed, this is a rare occurrence in Tenaha. CNN reports that the town spent the money on many things including; department expenses, donations to a local church and a $10,000 check issued to one of the involved officers.

                This type of behavior isn't limited to a small town in Texas.
                A case in Indiana sounds more fitting for an episode of The Shield than a crime in the Hoosier state. The Delaware County prosecutor was ordered late last year to refund legal fees after it was discovered that he had formed confidential agreements with a drug task force to get legal fees and 25% of seized assets, avoiding the mess of a trial. UPDATE: The Delaware prosecutor has been cleared of any wrongdoing in these cases.

                It's not surprising that this power is abused by certain individuals and entities; mixing the ability to confiscate property with the potential for personal gain is asking for trouble. The corruption hasn't gone unnoticed, at least not in Texas, where the state is currently trying to stop the use of the methods used to extract money and jewelry from individuals in Tenaha.

                        my boss at work is a staunch Democrat. he sometimes tries to talk to me about politics but I usually just ignore him about the subject...mainly because I am there to work and not sit around and talk. The only time I addressed him about anything political is about the current discussions about gun control and such. He believes we need high cap mags banned/assault rifles banned and such...I disagreed with him on the matter.
