Its actually not technically legal automatically, any and all various local laws have to be struck down through the courts or rescinded in some way. They are simply not enforceable and for practical purposes null and void.
Which is just splitting hairs, but in context of a civil suit based on the OP question I wonder if it might have an impact? I'm not sure if Colorado has a separate civil court like Texas or not?
Local Paraphernalia laws my be the first to get tied up into some of the coming disputes. Consider that things like that can result in visa revocation deportation which is a federal civil case, and you have the makings for a tota mess.
