How to deal with unruly 10 year old neighbor?

This punk kid next door lives with his mom, never is she around and he roams the nneighborhood uncontrolled doing punk crap that he should have his ass beaten over. Well now he is using my Christmas inflatables as a punching bag and yelling at him does no good and his mom is no where to be found. Should I call the cops?

or perhaps try befriending the kid, telling him when hes fucking up, and trying to be a role model for him instead. When i was young and living with a single mother (who worked 7a-7p) i had some neighbors that were like family to me, and really kept me in line. i think a lot more good could come from that than calling the cops on him and looking like a punk yourself. no disrespect.
