it sounds like a revenge deal. Very chilldish if that is the case, the "if we cant have you nobody else can either" mentality.
Id be pissed, especially if it is common practice. Hell it happens with my customers daily. We drop off half an order, and then get the check when the rest is delivered. NOT our SOP or even what is supposed to happen, but it happens non the less.

A lot of our vendors have changed their policies for new customers, but have always maintained the net 30 terms with us because of our long relationship.

Never talk to the police without an attorney present. I would be willing to bet that when they called and asked him to come down and give a statement, had he responded with me and my lawyer can come down on day XX at time YY the "detective" would have said an over the phone statement would work for now.Fuck you.
