580 is FHA's minimum and if RHA (link above) can get it done at that score, I'd be all over that. We can only go down to 640 on FHA in-house. We have a few brokers that claim they'll go down to 580, but none of them ever seem to close because their underwriters come up with one fault in the file and essentially refuse to do it.
FHA does not require all collections be paid. The main restriction on USDA loans is location. You have to be on the far outskirts of the Metroplex to qualify.
I'll be the first to admit some of the paperwork requirements are asinine and similar to an anal caivty search. However, there's a reason everything is required and if you have good records and aren't doing anything shady (moving large sums of cash, etc.) then providing them should not be an issue. Keep in mind, your lender is your friend - they work with you to make the file presentable in underwriting so it meets guidelines and you can be approved. The only reason a (good) lender will ask for more paperwork is because they need it to get your loan completed. Everything provided can open up a new can of worms, but until we have item B there's no way for us to know we need item C, etc.
The smaller banks probably seem like they have more leeway because they have the option to sell to multiple bigger banks. All the big banks have quirky little overlays on Fannie Mae/Freddie Mac's guidlines and knowing who can do what is a big part of getting the process completed (completely aside from making sure the person qualifies for a loan to begin with).
