Bonded Title Questions

Thinking about picking up a new project, No title, as far as I know out of state last titled.

The DMV website Says that the vehicle has to be last titled in Texas. How True is this? Truck Im getting as far as my friend knows is out of state. Any way of getting around this?

why would you need a title for the back half ? seems strange.
