Other than the nutty drivers, that's my biggest pet peave about San Diego, there are beggers EVERYWHERE. I can't go to the grocery store without being asked for money, usually on the way in and again on the way out. From what I've heard there is a high rate of homelessness out here. I guess if you have to sleep outside, southern California isn't a bad place to be. They don't have to worry about the high cost of housing, or extreme weather.

When the F.D.s (I can speak with certainty on Fort Worth, Arlington, North Richland Hills and Dallas F.D.) go out to Fill the Boot, all the fees, certificates and permits have been paid and we are 100% legal. We are out there with the permission of our City Council(s).
What you weakly attempted to do was compare the people who choose to live on the outskirts of society, who won't or perhaps can't hold a job, who choose to beg for change rather than being a contributing member to society against those who take the time to LEGALLY take donations to help raise money for the Muscular Dystrophy Association -who in turn takes the money and either uses it for research or for helping make life better for children who already suffer from MD.
SO, it actually WAS a solid rebuttal.
And, for the record, next time Fill The Boot rolls around and IF you do see an Engine or Truck company actually impeding traffic, do feel free to call in and report them.
Your comment on it being a pass through fee is laughable. I very seriously doubt that a bunch of Firemen jump out in front of your car or set out blockades and refuse to let you drive by until you pay. I actually had someone drive down my drive and get out and start walking around. I live 20 miles from the nearest town so this was confusing. I went out there armed, as always, and he asked if I had a place for him to drop some extra rock he had.
I was cool with it until he wanted to sell me said rock. Damn beggers.I wear a Fez. Fez-es are cool

Just because a "law" says it is lawful to do something doesn't mean you should be doing it. Even bums contribute to society. It isn't like they are taking all that money and using it as toilet paper. They go into a store and do with it the same thing you do with your paycheck. Most of them aren't even homeless. Begging is annoying, regardless of the uniform being worn while in the act, or the cause behind the act. It's distasteful, and caters to the lowest human emotion: guilt.

I checked him for warrants and he showed a couple out of another agency. As I was checking the other guy, the first guy pulls out a cell phone and calls his buddy telling him that he got "busted".
Luckily the first guy's warrants were good, so instead of just issuing another ticket, I took him to jail. I mean, if you're gonna come out and beg for money and have a truck and cell phone, you're going to jail on principle.
The other guy really did sleep under a bridge, so he just got a citation.
My thought is if you can hold a sign and walk up and down the median, you can get a job.
