                      I'm still lost on how a guy who operates a wheelchair with his one good arm and effectively corner and threaten someone. That singular arm either moves the chair, or waves the pen defiantly.

                      I'm of the opinion that a propoerly administered front kick/face-stomp would have been quite effective.

                        What would possibly ran through the cops mind is maybe a needle (disease), scalpel..etc.

                        Still, I generally concur with the majority on this one, but am not 100% sure either.

                          I re-read the OP, and gather that the one officer may have already been "hands-on" when his partner shot the guy, putting him with in arm reach. That leaves a smidgeon of room for it being justified, but it's still highly unlikely.

                          Yes, contraband finds it's way into prisons, which are full of convicted criminals, with criminal intent, and all of their limbs.

                          I ask again, where was the tazer in this situation?
