If drivers would follow the rules of the road "left lane for passing ONLY" then we would have much less congestion. The slow people stick to the far right lane...no one holding up any of the other lanes. People who go faster than the far right lane but slower than the far left lane stay in the middle...no congestion.

Finally, people who are in the left lane should be exceeding the speed of the two right lanes (this is not happening around here) and therefore there would be no need to change lanes around cars (cutting off and forcing people to hit those brakes) and traffic would still flow seamless...if we all just followed the rules of the road.
