The city if Keller put in a drainage ditch in the front of our property a ways back and now our culvert/property access is in bad shape. It's it the cities responsibility to maintain access to the property it my problem? Just needs a new later if asphalt.

If they did not leave the property in as good or better condition than they found it then that is their problem. Seems that in most instances that isn't the case though. Unless there is documentation in writing stating that they will maintain that area for "xx" amount of days then the city has no intention of being held responsible for it's upkeep or maintenance. Likewise, when they do things like that you should be involved and find out who the supervisors are, etc, so that if things like this come up you have specific names and/or numbers to call to try to get some kind of results. All that said, if the workmanship was shotty or there is an obvious failure on their part when installing the culvert, or the compaction, etc, then I would press them to come back out and address the issue. Start by taking several pictures of the areas. Also, if you have any pictures of that same area of the property from before they messed with it that would be helpful as well.
