That's everywhere in the U.K. (this story was in N. Ireland). An old flame of mine is a fairly high muckity-muck with the Scottish SPCA, and completely disagrees with the governments policy regarding this. She is a firm believer in the "nurture vs. nature" debate. She's seen enough of it first-hand to know what she's talking about. The really sad part is that even dogs like Staffies (Staffordshire Terriers), which are GREAT dogs, frequently fall into the british government's completely arbitrary "definition".
