      Unfortunately there is. My uncles business partner lives in right outside DC and works for the FBI and he says he avoids it when he can because its a cluster.

        If they can afford the retail cost (billions of $$$$) of a nuke and are citizens of the US of A then anyone should be able to own a nuke. Even if they own a bald cat and live on a private island shaped like a skull.
