In reality it is likely a combination of both hormonal deficiencies, genetic makeup, personal choice and the nurturing received as a young person. Regardless, it is still a conscious decision to get a mate of the same sex when you know that it is morally and physiologically wrong.

I can't say it happens at birth but it certainly flips a switch at some point in their life that makes it the natural direction for them personally.
