I would imagine it is done only in areas where the water table is too high.

Yep probably, referring to the "has all"...I believe they have to be in a concrete vault now tho. Ive seen concrete float before, couldn't believe it 10,000 lb septic tank floated, had to set the backhoe on top of it and fill it with water, then backfill it.

LOL that was a common thing back home whenever we had a severe typhoon. On the southern end of the Island there was a cemetary across the street from the beach. We used to drive down there the day after to see if we could find bodies washed up. But the cops would have always have the area closed off.
                  And Shepherds we shall be

For thee, my Lord, for thee.

Power hath descended forth from Thy hand

Our feet may swiftly carry out Thy commands.

So we shall flow a river forth to Thee

And teeming with souls shall it ever be.

We've dealt with that for ages in Louisiana. That's why people in New Orleans are interned above ground.

make sure you throw in the ability to pay for disaster repair/relief and then it's TX

I've always joked that I'll eventually end up with waterfront property on San Diego Island, but it was in reference to the fault line and earthquakes.
