I don't think so. A truck had a blow out about an 1/8th mile ahead of me way back in the day and part of the tire was still in the road and I couldn't move away from it and hit it. I messed up my front bumper. The truck was pulled over and I pulled over behind it and got his insurance info and they paid for the damage. The trucker was bitching saying I shouldn't have been so close till I told him I was about an 1/8th mile back.
If it was 1/8th of a mile in front of you, why did you not see it and swerve/stop?
