      My room has a door that leads to the patio, that window is tinted. I don't know the percentage though, but its pretty dark.

          Most inspectors are going to measure the inside. Since it doesn't specify it could be interpeted either way.

              I am so glad I don't have to do inspection . Mine is tinted top to bottom .

                = No matter what, it cannot go below the AS-1 line. If the bottom of your AS-1 line is more than 5'' from the top of your window then the 5'' rule applies...
