Way to look up Boat owner by VIN?

I have a waverunner that has been sitting a Looong time. How can I find out who has the title for it? It was in my grandmothers name at one point but now it could be in my uncles. I just want to get a lost title so I can get it back on the water for my daughter.

its last sticker is 2001 in Louisiana. I have the VIN if anyone has the ability to look it up!

Call Parks & Wildlife, they used to do it over the phone (if you can get through to a live person)
