Have you ever had a place increase the bill after you paid and signed for it on a CC? I'm not talking about a large amount here, but it's the principle of the matter. I normally round my CC bill to the nearest whole dollar when I go out to eat. Thus, leaving the change as part of the gratuity (ie Bill=$49.79,gratuity=$10.21, total $60) . It looks like the server/restaurant rounded up the gratuity to the nearest whole dollar and charged me for the difference (Gratuity=$11.00. total=$60.79). This has happened to me twice at the same restaurant but with a different server. Is this common practice and is this a waste of my time to bitch about? I really don't care about the money, but the practice is kinda shitty.

Usually all the CC tips would be thrown in a "bucket" as they enter them throughout the night. At end of night, theyd pull their report and then deduct from their sales.
All change would add up to bills. I mean, I just don't see the point of this other than to steal.

I don't see the point in leaving someone $10.21 (or any amount of change, for that matter). From the server perspective, you're being a cheap ass for not rounding up to the next dollar. In the totality of your credit card bill each month, I'd be willing to bet that not all of your transactions are rounded up or down. That being said, it's completely shitty for them to round up. To me, it's just the same as adding an additional dollar, two, etc. There was a server at a Chili's or some crap like that in Austin that added like $1-2 to my tip. Overall, it wasn't going to break the bank but I called in and inquired. Turns out, he had done the same to everyone and had already been fired before I had called. I'd be willing to bet that if you'd just leave a flat dollar amount, the problem will stop.
