Question about LEO's

Not specifically for LEOs, but more...about LEOs. But anyone can chime in.

Why is it that every single police officer/sheriff/constable ETC that I pass on the road is always on their cell phone?

No offense to those of you in the profession (I appreciate what you do) but isn't it just slightly hypocritical to be (partially) tasked with ensuring our saftey on the road and yet they are always on the phone?

Yeah I don't notice it often either..
I see a shit load of people on their cell phones while driving though. But then again, I see a lot more joe shmoes than officers.

On another note, dont these idiots have bluetooth? I've seen on 2 occasions people in a brand new land rovers and they have the cell phone to their ears. You would think that a nice newer car like that would come with it standard. Its a requirement for me in my work truck.
