Maybe I'm wrong... but as far their no recording equip, etc... policy goes, I 'd keep on recording if you feel the need to. I wouldn't make a huge deal about telling them they were being recorded, but I also wouldn't go out of my way to hide it. The worst thing they could do is refuse your business, but you're looking to be elsewhere anyway.
I'll be damned if they let something happen to my kid at a daycare, then act as apathetic about it as you've described..
