There is a large demographic that is flat out afraid of dogs. It's the same demographic that is heavily recruited because of the "need for diversity". Dogs calls and snake calls are usually not the ones responded to by this group.
If you have read anything I have ever posted about dogs, you would not have mentioned questioning my stand on this topic.
The family will file a claim with risk management, and there will be a settlement. I have no doubt on this.
EVERY shooting is documented and sent up the chain as a "Critical Police Incident". If you have any thought that it isn't reviewed, then let me inform you on the process.
The supervisor (Sergeant) starts an investigation. This investigation is complete with witness statements and a full Crime Scene workup to involve a scale diagram and photos. The supervisor looks for policy/tactical violations and forwards a recommendation.
The completed investigation goes to the Lieutenant. The LT reviews the packet and either concurs with the supervisor, or adds additional information and makes a recommendation for discipline.
The LT forwards the packet to the Captain and he does the same.
The Captain forwards the packet to the Major and he does the same.
The Major forwards the packet to the Bureau Deputy Chief for final review/recommendation. If there is any discipline, it is sent back through the chain for the discipline.
Mind you, once the LT and above get it, they are looking to see if the officer screwed up. They are going to protect the city and offer the officer as a sacrificial lamb if they screwed up. There is no benefit to protecting a screw up that will expose the city to continued liability. Progressive discipline is the only way of due process that will terminate an officer.
