This, or pool chlorine. Frankly, the mad scientist in me would love to get some powdered chlorine from an industrial supply company, and a titration kit. I could have the water as clear as a Bahamian lagoon in one hour. The surface of the pool shell itself is a whole 'nother game, though.

on a serious note, that is insane. it's a good looking pool otherwise, seems like it is either fairly new or has been updated (coping looks great). if i had to guess, i'd say that they probably fell on hard times or something and the pump failed and they just threw in the towel on it. i'd say throw a few shock packages in it, but without a way to circulate the water it won't do any good. that pool needs to be drained/refilled imo (prob. could bring that water back but it'd be a pita).

get ready for the rats too, we had a a little pond they loved that thing found them dead all the time in it. got rid of it, now my neighbor still has one so every once in awhile you still see them running across the fence.

Fill water balloon with oil or gasoline and lob it over the fence and into the pool. It will kill the mesquitoes.
