For credit card accounts? Trying to understand foreigners is getting on my fucking nerves.

Yes, ask for an account manager. They'll send your call to Killeen.

I worked in that call center
    I wear a Fez. Fez-es are cool

I wouldn't bank with Capital One if it was the last bank of this planet.

No one who has ever worked for Capital One will do business with them. Out of our entire call center, not a single one of them had a CO card

I straight up ask to speak to someone in the US. Another good trick is to push the option for Spanish. Typically the hold time is less, they are in the US and speak English too.

I went through this yesterday when dealing with Sirius/XM. The words "cancel account" were the magic ones that got me transferred to someone that spoke English.

haha, this tactic cracks me up for 2 reasons.

                              1. You're right, there are never people working that only speak Spanish. At least that I've seen.

                              2. As a person who builds call centers, I have received calls about "English calls going to Spanish CSQs!". Test, test, test...etc no problems. Now I may know the reason behind it.

Although, I will say 9 times out of 10 you get the same options...etc as the English CSQ - but sometimes the simplify the Spanish CSQ. Keep that in mind if you're looking for self help.
