Nope. They are basically logs (that's what we called them), with electronics in them. The are used to verify targeting, tracking, and to simulate a launch/kill.
My guess is that the rack was misloaded, or something failed and caused it to release.

Like Helo said. They have the tech on board but they're inert logs that look pretty. That said, I'm still of the mind it wasn't a dummy if they pulled 100 houses.
