Buying a car with no title need help.

Anyone on here have a way to run a vin to make sure it's not stolen? Guy is in California and the car is a California car and can only send a bill of sale through mail. Getting ready to drive off in it but don't wanna be pulled over and it be stolen. Thanks Guys here vin
