In China, the government will pay you for prosecutable evidence of certain offenses.

One big offense is littering. They widely target smokers. There are many people who make a living following cars and recording the driver flick a cigarette butt out the window. If they get the act and the drivers license plate, they get paid if a citation is issued.

On the street it's the same, people record others smoking and turn then in for profit if they do not properly dispose of the butt.

There's already an app that will lock the phone down when it's in motion. Hopefully, it will erase this farce of an idea.

You can send it to the dmv but I don't see how they could do anything with it. You can't prove anything. There will be more false reports then honest reports.

Sounds like a ridiculous idea to me. There is no way in Hell that they will be able to filter the false accusations. Id be willing to bet that better than 90% of the, "flaggs" would be false. If I managed to catch someone clicking a photo of my plate, I'd get his & flag him as well. Then I'd send it to all my friends so they could flag the SOB.
