Cop kills dog while at wrong address

Just thought about this:

If you took the actions of a lot of cops and removed the word cop from the story and put any other group in there (Crips, Bloods, NRA member, Black Panther) what the outrage would be and the police would be talking about how they need more power to bring these lawbreakers under control?
