Not sure for non-chl holder though. I think so.

Depends on the state. Some states when DL info is taken it shows whether or not a permit has been issued and if they care they'll ask.

That is partially incorrect. If you're not armed, you are not required to show your CHL. If you are armed and it's on your person, you do. If it's somewhere in the car, it's best that you do.
