Not sure if this is possible create a subforum that is set so a moderator must approve all new posts and make it so the subforum can only be seen by IPs outside the US and moderators. Then people from outside the states can post and then be manually approved and have their IPs added to a white list.

if the admins want to get serious and bring this kind of activity to a screeching halt, just let me know. i can tell you exactly what plug in to install and how to configure registration options to thwart spamming bots. i have done it in successfully on the sites i manage. i also have a database of literally hundreds of known blacklisted ip's from common spammers and social aggregation bots.
