If you don't know what the surcharge is for already AND you don't understand that you can't drive with a suspended license, maybe you should just stop trying to live in a big boy world with the rest of us adults. I don't see any hope for improvements after this.

As a licensed driver in the State of Texas, you acknowledged when you signed the form for your license that you'd follow all transportation code laws. Driving in Texas is a priveledge, and not a right. It not OUR (police) laws. They are EVERYONE's laws. We are ALL obligated to oblige by them.

THAT said, you have not answered ANY of my questions. You danced around them all. You know EXACTLY why your license was suspended. You receive mailed notification upon the suspension of your license. Unless, of course, the address on your license is incorrect, which is another violation of law, FWIW.

Don't give anybody here that "woe is me" crap. Any reason why your registration was expired? If there is anybody you should be mad at, it should be yourself.
