Regardless of how many surcharges you had to pay you don't have to pay them in full right up front, you just have to bring them current and keep on the payment schedule. I've been in your situation with having a suspended DL, I just decided not to drive untill my surcharges were current and my DL was reinstated.

Did you have current insurance? I think there have been some changes to state law but there are a couple of requirements to even meet before we can file it. Maybe that's just Dallas county but let me look.
