I would have to be there to make the call, honestly, but he might not have been able to wait to see if you got a ride. Say he let you go to wait for your ride as he went to book in the DWI fucktard. well locking yourself in the car you will still go to jail. Once you submit to a sobriety test you prove with out a doubt you're intoxicated. Only thing refusing does is making it easier to fight later. Pretty shitty of the cop though

A cop doesn't have to give you a sobriety test to give you a PI, in fact they don't need any physical proof at all, they can give you one just to be a dick if they choose.
