Pot hole, who to go after?

On my way home tonight, I destroyed another wheel and tire. Just so happens, it was the one that was just fixed by wheels America.

Who should I contact about it? It happened in Lewisville, should I just call the city of lewisville? Is there a division that deal specifically with these claims?

It was right at the turn lane going onto 3040 from 35e, beware, this fucker will eat your car and spit it out. Almost unavoidable.

What size is the rim? I can't see a repair costing more than $135 these days, unless they are 22"+. When I used to do wheel repair, they were $85. Of course, that was 10 years ago.

22" and it may need a tire also. The one that was on there had maybe 1k on it.
