If I got stopped and some TSA agent started pulling powers of arrest/search, I think I would request a supervisor and maybe call 911 to get a marked local LEO out with me.
There's no way in hell a TSA agent is going to start going through my belongings on a traffic stop when they have no authority to make a stop to begin with.
Oh, and the original article says "random inspectoins", it says nothing about traffic stops.

Aguilar, the TSA's federal security director in San Diego, told reporters at a news conference outside Lindbergh Field Monday, that the agency has opened an investigation, which could result in a civil penalty because the man refused to complete the security scanning process.
