Wet back is derogatory but it is not racist. Any racist conclusion that it drawn from the term comes from the bias of the person reading the statement. It is sort of like the term "gun control"; two different groups will see a different meaning from the exact same words.

I think it hinges mostly on the fact that I've never met anyone that considered the term reneck all that offensive, if at all, and many consider it a source of pride. I've never heard the term wetback used in anything but a derogatory sense, and never heard it used with a sense of pride. I if the mexican community feels the same way, which I highly doubt, then it's no better/worse.

Consider the origins, redneck comes from being a hard working individual, that's out on the farm all day, providing his family and fellow man with sustenance. Wetback comes from someone illegally crossing the border, thus swimming the Rio Grande, rather than simply driving/walking through a border crossing.
