However, I'm guessing BPAs don't have the same ROE as a LEO. To me they (BPA) are a mix between military and LEOs. If he followed his ROE, it is fine. I just don't know their ROE at all.

There is no line, every situation is different, with a dfferent set of mitigating circumstances. Lethal force should only be used to prevent lethal actions, or actions intended to cause grave bodily harm. A kid throwing rocks is not justification for using a firearm.

Some people think human life is only valuable if it's an american life.

Sure he crossed the border, sure he broke the law, and he maybe threw some rocks at a border patrol agent. Shouldn't result in death, especially when he was trying to get away, no longer posed an immediate threat and was in his own country.

It's no different than some car speeding past you in the fast lane, and claiming that it's okay to shoot them in the back of the head as the pass, because it's illegal. Though a speeding car is more dangerous to those around them, than some kid climbing a fence.
