Richard Michael Wallingford, Jr., was released from jail on a $7,500 bond after appearing in Superior Court on three counts of voyeurism in connection with reports from young women in Cheney.
Police were called to the 500 block of Clay Street on Friday at around 10:45 p.m. after a woman who attended Eastern Washington University reported that she had come home and found a man peering into the window of her apartment.
She stated that a week ago, she had noticed the same individual at her neighbor’s window. The police were unable to locate anyone who fit the description but were called back to the scene at 11:30 p.m. after it was reported that he had come back. By the time they arrived, a witness stated that the man had walked away saying he was just out for some fresh air.
Following the next visit to the scene, the police were able to get a description of the vehicle and pulled the dark Hyundai SUV over and identified Wallingford as the driver. Waller, 37, allegedly got out of the SUV with his pants unzipped and was identified by two women as the man they saw looking into the windows.
