Hoarders. Nuts or lazy?

I saw some in-laws over the weekend and one of the houses we stopped at was fricking disgusting. Every flat surface in the house had something on it. Every room had some type of old food, clothes, or mail in it. Stuff all over the floor made it tough to go from room to room. I think they are just too lazy to clean it up. It bugs me to see this cause I have a 4 year old niece that lives in that house. I'm tempted to report it, but I'll leave that up to my wife and let her discuss it with her side of the family. Somthing needs to get done and her family needs to stop ignoring it. Anyone else have experience with this?

I would say lazy but after watching some of those shows on TV I think alot of it is an actual mental issue. So probably a combination of both.

And the other one where the woman was shitting in plastic bags and keeping them in the living room............for 20 years, lol. Goes a little past laziness!
