Can you imagine what the beaches would be like if every child, vagrant, and illegal was there tearing it up every weekend? They work hard to keep the beaches nice and it shows. The first thing I do every trip to CA is drive to the beach (preferrably Redondo) and step in the ocean. No shit.
If you want to toss the ball, there are hundreds of miles of beach to do it north and south of LA county. Hell, I took Chopper to Dogbeach in Orange County dozens of times. Yes, a beach set aside for dogs. You can throw your frisbee there.
