FYI, I got a ticket for expired registration on the way to an inspection station, in a similar situation.

When I bought my 260z, it still had the Texas shaped inspection stickers, so you could spot that it was YEARS out of inspection from miles away. I get my Proof of insurance faxed to me, and put on my new registration stickers. The car is COVERED in dust on the drive down there from having sat for a while. I'm literally IN SIGHT of the inspection station and I get pulled over. I show the officer the 'fax info stamp' on the top of my insurance, showing it was just faxed an hour ago. I pointed out the car was covered in dust to show I hadnt been driving it. The mother fucker wrote my a ticket.
Granted, it was only a $10 ticket once I got it inspected so I immediately drove to pay off the ticket. They wouldn't let me pay off the ticket the same day I got it because the officer was still out on patrol. I was fucking fuming since I lived out of town and had to do the shit my mail.

I did state inspections for a few years, and never once failed one for expired registration. Had to fill out quite a few of those cards for the folks trying to get their vehicle registered from out of state though. There's no law that says you have to have current registration for state inspection. Hell you don't even have to have a windshield to pass inspection!! LOL Just one working wiper to wipe your non existent windshield and a place to put the damn sticker.
