    Perhaps they were out front for a while, Mom goes off ranting and yelling, and either the OP or a neighbor calls the police out of concern that things may escalate. At that point nothing criminal has transpired, but PD would still be obligated to show up and assess the situation. As long as anyone involved is enraged or showing instability, I don't see the responding officers leaving until the conflict is either resolved, or at least de-escalates, and they are sure that no harm will come to anyone involved. Police work is as much about the prevention of, as it is about the reaction to criminal offenses.

    This is all assuming that the interaction went well beyond calm and civil conversation.
