I have no idea why Chapter 143 of the local government exists, but I would rather have someone go through due process and have the termination stick, than do a sloppy job and risk the chance of an arbitrator giving them their job back.

It isn't like they suspend your paycheck. Now they can take pay, but it's only after an office hours or court marshal.
Oh, and I believe that Civil Service protection came to exist because Texas is an at-will state. The police should not have to worry about getting fired for any little thing like giving the Mayor's golf buddy a ticket, so now they are out of a job.
Just ask any Arlington PD officer. They are not civil service. Hell, they have to do a Use of Force report any time the gun comes out of the holster.

The 2 times I had exposure to this on post (hood), 1 of them directly since he was in my platoon - they were put on "suicide watch". Locked in barracks room, with basically nothing in there, guarded (albeit by us in his platoon) and escorted to chow. Might as well have been prison. Both of these people just ended up with dishonorable discharges. (heh, if you ask me that's worst than having a felony on your record)

On the surface I truly agree with your held to a higher standard approach. In reality, I think it would lead to even more good 'ole boy network cover ups.
There are mistakes on the job, there is being accused and on the surface it looks bad but after an investigation it's not bad... Then there is things like kiddy porn that just can't be excused for ANYONE. I do not think it's right in this case for the disgusting person to get anything from a taxpayer/job point of view.
Technically in TX we can be fired for anything in the civilian world. But due to some past cases, a lot of companies not being HQ'ed in Texas and general HR department policies that does not happen all the time. Although, the one time I was fired, it was pretty much like that. heh However, numerous others that I know were fired, were given every possible chance and a slew of documentation followed them.

I don't, I'm damn good at my job, and my bosses know that I'm going to do what's right and not expose the company to any undue risk that they wouldn't be exposed to through standard day to day operations.
