I would not expect anyone else to pay in that situation. If it fell off the truck, that's one thing but randomly hitting a rock on the road is another.

Yeah there is nothing you really can do at this point. I do DOT complinace for my job and i cant tell you the number of calls i have had in regards to rocks coming off trucks. We even had a lady take a picture of one of our trucks and reported that she was hit causing this huge dent on her car (which never happend) After it was investigated she was just trying to get a free body repair and target one of our trucks to blame it on. People do this all the time. So unless you flag that driver down and stop them and make a police report or there is more proof other than a picture of the DOT number, it comes out of your pocket.
