Stevo, it sounds like you hit a major glitch in the communications process. ANY "arson in progress" calls would be sent as a Priority 1 call where I'm at, and believe me, any responding officer would love to get that call and catch the suspects in the act. Arson is a damn serious crime, and we have lost firemen while fighting fires caused by arson. That is Capital Murder. The PD's job is to respond and neutralize the suspect(s) while FD puts out the fire and the arson investigator does his job.
No need to call IAD on this one, because the ball stops with communications. I would call the communications office and ask to speak with the head of that department and voice your problem. It should get results. If not, then file a complaint with the Chief of Police or your City Manager. What happened that night is plain wrong. There should be 3 SMFs in jail.
